Japanese authorities were scared of an impending drug epidemic when heroin possession cases went from 29 to 36!

Drugs aren't very popular in Japan. In fact, Japan has the lowest percentage of their population using illegal drugs (2.9%) in the developed world!
Amphetamines are the most popular drug of choice in Japan, but not far behind is Cocaine, Ecstasy, LSD, and heroin.
Compared to the United States and other countries around the world, the drug problem in Japan seems minuscule! It is so minuscule, that in the mid 1980s, Japanese government officials were terrified that their country was entering a drug epidemic!
This fear was sprouted by the fact that the number of SUSPECTED heroin possession cases went from 29 to 36.
It's important to remember that these were only suspected cases, and not an actual number of cases in which people were charged with possession of heroin!
